Isaiah Thomas contributed 11 points while James Johnson and Jason Thompson each chipped in 10 for the Kings, who won for just the second time in eight contests.
LaMarcus Aldridge recorded 22 points and 11 rebounds while J.J. Hickson added 14 and 11 for the Trail Blazers, who host the back end of the home-and-home series on Wednesday.
Ahead by six points after one quarter, Portland hit its first two shots of the second to expand the lead to 10. Sacramento responded with a 15-0 run that featured eight points from Outlaw to move ahead 36-31.
An 11-2 burst later in the quarter gave the Kings a 49-38 advantage. The Trail Blazers got within one with 4:37 left in the third, but the Kings went on a 12-0 spurt that bridged the third and fourth quarters to build an 87-71 lead and take control.
GAME NOTEBOOK: A three-point play by Thomas with 2:49 remaining in the fourth gave Sacramento its largest lead at 106-88. ...
