Kinsler homered for a third straight game, lifting a slider off Twins starter Kyle Gibson over the left-field fence with none on and two out in the third inning. It was Kinsler's eighth home run of the season and third of his career off Gibson.
It was another hard-luck outing for Gibson, who allowed only two runs on five hits in seven innings. He had five strikeouts and two walks. Gibson (1-4) has not picked up a win since his first start of the season on March 31.
Gibson was outdueled by Skaggs, who gave up just one run on five hits with eight strikeouts and one walk.
The Twins cut the Angels' lead to 2-1 in the sixth inning on Max Kepler's RBI double-play grounder that drove home Eddie Rosario.
Justin Anderson and Blake Parker each pitched a scoreless inning in relief for the Angels to seal the win and send the Twins to their fourth loss in five games. Parker picked up his seventh save.
The start of the game was delayed four hours by rain. The Twins announced that fans with tickets to Saturday's game, which was scheduled to start at 2:20 p.m., can exchange them for any future Minnesota regular-season home game.
Los Angeles is beginning a stretch without two-way Japanese sensation Shohei Ohtani, who was placed on the disabled list earlier this week with a sprain of the ulnar collateral ligament in his right elbow. He is expected to miss at least three weeks.
The Angels will go for the three-game sweep on Sunday. Right-hander Nick Tropeano is slated to start for Los Angeles. The Twins will counter with Fernando Romero.
