Hoffman, who scored twice, has compiled 20 or more goals in all four of his full NHL seasons.
J.T. Miller responded with three goals for the Lightning, his first career hat trick.
Miller, who has five goals and nine points in seven games since being traded to the Lightning, opened the scoring at 4:19 of the first period. He finished the play after stripping the puck from Senators captain Erik Karlsson, but the visitors ran roughshod the rest of the way.
Magnus Paajarvi tied the game at 7:47 of the first with a rebound tally. Dzingel unloaded a bullet of a shot from the circle for a power-play goal exactly three minutes later, giving him the 20-goal milestone for the first time in his career. Tom Pyatt scored at 11:24 of the opening frame to make it a 3-1 Ottawa lead.
Miller notched his second of the night at 2:03 of the second period to pull the Lightning within one, but the Senators pulled away.
Marian Gaborik netted a man-advantage marker at 7:18 of the second and then Hoffman tallied at 13:44 to make it a 5-2 affair.
Miller scored a second power-play goal a couple of minutes later, but Karlsson tallied with 90 seconds left in the middle frame after his cross-ice pass banked in off the stick of Chris Kunitz to make it 6-3.
Hoffman notched his second goal of the game early in the third period. Pyatt, Gaborik, Dzingel, Karlsson, Cody Ceci and Matt Duchene all had two-point games for the Senators, who beat both Florida squads in consecutive nights. Alexandre Burrows collected an assist in his 900th career game, and Erik Burgdoerfer earned his first career point with a helper.
Tampa Bay's Ryan McDonagh rounded the scoring with 7:16 remaining. Nikita Kucherov -- who leads the NHL scoring race -- collected three assists for the Lightning, as did Steven Stamkos. Victor Hedman had two assists.
Lightning starting goalie Andrei Vasilevskiy, who surrendered six goals on 29 shots, was pulled in favor of Peter Budaj for the third period. Budaj stopped three of the four shots he faced.
